Weston Gallo Facilities Engineer - Board Member

Weston Gallo is a Facilities Engineer at EOG Resources specializing in compression and natural gas processing. Prior to moving to Midland in 2017, Weston studied Mechanical Engineering at Texas A&M University. Weston and his wife, Derby, are passionate about teaching the next generation key business and financial literacy lessons necessary to build a solid foundation for the rest of their lives. In his spare time, Weston enjoys working on classic cars, playing ice hockey, and spending time in the backyard grilling with his dogs and family.

Roxxie Barreno - Board Member

Omar Gallardo - Board Member

Born and raised in the Permian Basin, Omar is Of Counsel to the Oil and Gas Section of the firm. His practice is centered on oil and gas title examination and transactional matters related to fee, state, and federal lands in both Texas and New Mexico. He represents a wide range of energy clients, from privately held local operators to publicly traded multi-national corporations. He counsels and assists clients with bespoke document preparation, title examination for surface, mineral, and leasehold assets, agreement negotiation, asset acquisition and divestiture, and other day to day operational legal needs. He has over 15 years of experience in the preparation of complex drilling and division order title opinions. He also assists surface and mineral fee interest owners research and establish their ownership, and represents them in negotiating surface use agreements, easements, oil and gas leases, conveyances and deeds. Today, Omar enjoys spending his time with his wife and his 3 kids.

Craig Hansen Realtor - Board Member

Craig Hansen is a native Midlander and proud citizen of our fair city. Selling West Texas is his full time profession. As a Realtor, he provides real estate services for both buyers and sellers all over West Texas. He serves on the Permian Basin Board of Realtors and on several committees including Governmental Affairs and Bylaws. He chaired the Education Committee for many years and is passionate about Education both in the schools and in professional development. Craig is a JA volunteer in the classroom and enjoys helping to fill the financial education gap in our school systems.

Jeff Horner Executive Director - Career and Technical Education  - Board Member

Jeff Horner has dedicated 34 years to serving students in the Midland Independent School District. Over the course of his career, he has held a wide range of instructional and leadership roles at both the junior high and high school levels.

He began his career as a math teacher and later served as Mathematics Department Chair at Midland Freshman High School. Jeff transitioned into administration as both a junior high and high school assistant principal before becoming the principal of Alamo Junior High. During his tenure, Alamo earned “Recognized” status from the Texas Education Agency, reflecting strong academic performance and campus leadership.

Jeff later served as principal of Midland High School and was subsequently named Executive Director of Secondary Education. In that role, he supervised the daily operations of eleven secondary campuses, including four high schools, providing leadership and support to principals and instructional teams across the district.
He currently serves as Executive Director of Career and Technical Education for Midland ISD, where he oversees more than 30 programs of study ranging from accounting and health sciences to robotics and welding. Under his leadership, CTE programs continue to expand opportunities that prepare students for college, careers, and industry certifications.

Jeff’s wife, Melissa, serves as Executive Director of Student Services for Midland ISD. Their oldest daughter is a practicing Doctor of Chiropractic in Atlanta, Georgia. Their son earned a degree in Computer Science Engineering from Texas A&M University and works as a computer programmer in Austin. Their youngest daughter is completing her third year at Texas State University.

Jillian Luebke Commercial Relationship Manager - Board Member

A Midland native, Jillian has always been deeply connected to the Permian Basin. After spending a few years in Fort Worth, she was introduced to Junior Achievement for the first time and immediately connected with the organization’s mission to inspire financial literacy, career readiness, and real-world success in young people.

Jillian has been in commercial banking for four years and now serves as an Assistant Vice President – Commercial Relationship Manager, where she partners with businesses to support their growth through tailored financial solutions. She’s passionate about building relationships and helping local businesses grow, thrive, and continue strengthening the community she grew up in.

She earned her BBA in Finance from Texas Tech University and later completed her MBA at Tarleton State University. Both of which strengthened her commitment to continuous learning and her desire to better support every organization she’s part of.

When she’s not working, you’ll usually find Jillian spending time with her husband and their two Blue Heelers, Cash and Bevo, or sitting around a table playing Mahjong, one of her favorite ways to unwind and connect with friends.

Danielle Moreno is honored to serve as the Executive Director of Junior Achievement of the Permian Basin, bringing a passion for leadership development, community impact, and creating opportunities for others to succeed. With experience in organizational development, strategic planning, and community engagement, she is dedicated to building strong programs, meaningful partnerships, and lasting solutions that strengthen the communities she serves.



Danielle holds a Master of Business Administration and a Bachelor of Social Work. Outside of work, she enjoys spending time outdoors, international travel, connecting with family and friends, and enjoying a good cup of coffee or tea. She is excited to partner with educators, volunteers, business leaders, and community members to inspire and prepare young people across the Permian Basin for future success.

Scott Rudes Executive Director of Talent Development - Board Member

Dr. Scott M. Rudes is a seasoned educational leader with 30 years of experience serving students, educators, and communities across Texas and Florida. He currently serves as the Executive Director of Talent Development for Ector County ISD, where he oversees strategic staffing initiatives, district-run educator pipelines, National Board Certification, Registered Teacher and Principal Apprenticeships, and the district’s exclusive Educator Preparation Program (EPP), the Odessa Pathway to Teaching. Prior to this role, Dr. Rudes served as Executive Director of Academic Enrichment and Support in Dallas ISD and spent a decade as principal of the nationally recognized Booker T. Washington High School for the Performing and Visual Arts. His career includes extensive leadership at the campus, district, state, and national levels, complemented by recognition such as the Texas Medal of Arts. Dr. Rudes holds a Ph.D. in Educational Leadership and Research from the University of Southern Mississippi.

Jose Sosa Senior Vice President - Board Member

Jose Sosa is associated with Frost Bank and holds the position of Senior Vice President. He is based out of Midland, Texas, United States. Mr. Sosa has been with Frost Bank since 2019 and previously served as an Assistant Vice President. He is an alumnus of Texas Tech University - Rawls College of Business. Prior to his tenure at Frost Bank, he was an Associate Relationship Manager II at the bank and also held positions at First National Bank of Fort Stockton.

Jose has been involved with the local JA chapter since 2016 after being introduced to the organization by long-time board member/volunteer. He finds it highly rewarding to visit local schools and introduce the youth to the same concepts that have had a positive effect on both his professional and personal life. Jose is a commercial banker and currently serves as Senior Vice President at Frost Bank. He primarily focuses on real estate and C&I lending, which complements his passion of working with businesses and working in partnership with local entrepreneurs on contributing toward the local economy. He earned a Bachelor of Business Administration in Finance from Texas Tech University. In his spare time, he is working on mastering tennis and putting his passport to work by traveling abroad.
